Executive summary

We write your tender answers. We understand your contract. IntegratedTender helps UK small businesses in every sector turn the buyer's own questions and scoring criteria into clear, evidence-based answers. Tender discovery, bid confidence checks and contract review support the writing process. AI answers must be reviewed before submission.

  • A working, revenue-ready product, live tender feeds across six countries, AI drafting agents, contract compliance intelligence, and a bid confidence engine are built and operational today.
  • A structural market failure to exploit: governments want SMEs to win more contracts (the UK targets £1 in every £3 of spend with SMEs) but SMEs lack the tools, time, and expertise to bid. We are the bridge.
  • Pay-per-bid access for UK small businesses: 1 bid £50 or 3 bids £120, with repeat purchases driven by useful answer writing rather than a monthly subscription or lock-in.
  • AI as a genuine moat, not a gimmick, every debrief and score uploaded trains the customer's private win-intelligence, making the product measurably better the longer they stay.
02

The problem & the opportunity

Four barriers keep SMEs out
Discovery

Opportunities are scattered across dozens of portals (Find a Tender, Contracts Finder, SAM.gov, AusTender…). SMEs simply never see most contracts they could win.

Jargon

NEC4, FIDIC, CPV codes, ITTs, PQQs, procurement language is a wall. Businesses that could deliver the work can't decode the paperwork.

Time & cost

A single quality bid takes 30–60 hours or £3,000–£8,000 in consultant fees. Most SMEs can't risk that on an uncertain outcome.

Confidence

With no way to gauge their chances, SMEs either don't bid at all or waste effort on contracts they were never going to win.

Three tailwinds working for us
Policy pressure

The UK Procurement Act 2023 explicitly mandates easier SME access; the US, Australia, and Canada run equivalent SME set-aside programmes. Regulation is pushing demand toward us.

AI inflection point

LLMs have only recently made 'draft my bid from my own evidence' technically possible at consumer price points. The category is being created right now.

Consultant cost squeeze

Bid consultancy day rates (£600–£1,200) are unaffordable for SMEs. AI answer writing from £50 per bid makes the initial commitment smaller; expert review and managed bids are available on request.

The prize: if SME participation in UK public procurement rises just 5 percentage points, roughly £20bn of annual contract value changes hands. The software that enables that shift captures a durable toll position.
03

Market prospects, TAM, SAM, SOM

TAM£4.2bnTotal addressable market

Global bid & tender management software plus adjacent bid-writing services across the six English-speaking markets we already cover. The bid management software category alone is c. $2.4bn (2025) growing at ~12–14% CAGR; bid consultancy spend more than doubles it.

SAM£860mServiceable addressable market

SMEs and mid-market suppliers in the UK, Ireland, USA, Australia, Canada, and New Zealand that bid (or want to bid) on public contracts, an illustrative 720,000 active or aspiring bidders. This historical market-sizing assumption is not derived from the new pay-per-bid prices.

SOM£43m targetServiceable obtainable market (5-yr)

A conservative 5% share of the UK + Ireland segment and 1–2% of the other markets within five years: roughly 24,000 paying organisations in the historical illustration. This target requires fresh bid-volume assumptions under pay-per-bid pricing.

Priority customer segments
Construction & trades

The largest single vertical in public procurement. Framework-heavy, compliance-heavy (NEC/JCT), exactly where our contract intelligence is strongest.

Facilities, cleaning & catering

High tender frequency, standardised question sets, ideal for vault reuse and rapid AI drafting.

Professional services & IT

Fast-growing digital frameworks (G-Cloud style) with recurring re-bid cycles every 6–12 months.

Health & social care providers

NHS and local authority commissioning runs on repeat tenders, high retention potential.

Answer writing leads the offer across all sectors. Consultant reviews and done-for-you bids are priced on request. Revenue depends on paid bid usage and repeat purchases, not subscription renewals. Forecasts and unit economics must be rebuilt from measured usage under this pricing.

05

Competitive landscape

The market splits into three partial solutions: data/alert platforms that tell you a tender exists, enterprise AI writers priced for large bid teams, and generic alert emails. Nobody owns the end-to-end journey for the SME, discover, decide, draft, comply, submit, learn. That full-journey position is our category.

Go-to-market strategy

Phase 1, UK beachhead (months 0–12)
  • ▸ Content-led acquisition: plain-English tender guides, readiness checklists, and portal explainers ranking for high-intent searches ('how to bid for council contracts')
  • ▸ Free tier hooks: website-seeded vault and free bid confidence checks convert browsers into accounts before asking for payment
  • ▸ Partnerships with trade bodies, Chambers of Commerce, and Growth Hubs that are already tasked with getting SMEs into procurement
Phase 2, Verticalise & deepen (months 12–24)
  • ▸ Vertical playbooks for construction, FM, care, and IT, pre-built question libraries and compliance packs per sector
  • ▸ Consultant channel: white-label workspaces for bid consultancies managing multiple SME clients (they become resellers, not competitors)
  • ▸ Framework re-bid automation: alerts and pre-drafted responses when a customer's framework comes up for renewal
Phase 3, International scale (months 24+)
  • ▸ Activate paid growth in the US (SAM.gov + state portals), Australia, and Canada using the already-live data infrastructure
  • ▸ Buyer-side product: anonymised supplier-readiness insights sold to councils and framework operators under SME-inclusion mandates

  • Annual revenue target (£m)
Revenue basis

Current pricing is 1 bid £50 or 3 bids £120. These historical illustrative targets have not been recalculated for pay-per-bid usage and should not be treated as a validated forecast.

Cost structure

AI inference and data-sync infrastructure held under 20% of revenue; team grows from 4 to ~35 FTE by Year 5, weighted to product and content-led growth.

Break-even

Cash-flow break-even projected in Year 3 at c. 3,800 customers; the model is deliberately capital-light, no sales-heavy enterprise motion until unit economics are proven.

08

Risks & mitigations

Portal data access changes

We already sync via official open-data APIs (Find a Tender OCDS, SAM.gov, AusTender). Multi-source redundancy means no single portal can cut us off.

AI commoditisation

Generic AI can write text; it cannot hold a customer's scored bid history, compliance intelligence, and debrief learning loop. The moat is the data flywheel, not the model.

Slow SME adoption

Mitigated by a genuinely free entry point (website-seeded vault, free confidence checks) and channel partners who are paid to drive SME procurement participation.

Incumbent response

Data platforms upselling AI face a rebuild of their entire product posture; enterprise AI writers moving down-market break their own pricing. Our position is hard to reach from either side.

09

The investment case

We are raising a seed round of £750,000 to fund 24 months of runway through to cash-flow break-even. The product is built; the data pipelines are live; the market is being pushed toward us by legislation. This raise buys distribution, not risk discovery.

Why now, why us
  • Working multi-country product, not a deck.
  • Regulatory tailwinds mandating SME procurement access.
  • AI capability window: the full-journey category is unclaimed.
  • Compounding data moat from day one of every customer.
  • Capital-light model with clear path to break-even.
